Job description.

The Programme Manager ensures delivery of the strategy through effective programme and project management. Key elements of this role will be managing the implementation of the programme portfolio, managing all the Monitoring, Evaluation, Accountability and Learning (MEAL) systems; technical support and capacity building. The Programme Manager will manage a multidisciplinary team of development professionals and coordinate strategic relationships with the Government, development stakeholders, local communities and programme implementation partners.



Responsibilities:

Support the Country Director in the delivery of the current country strategy, and development of the 2022 strategy.


Support the Country Director in operationalization of all strategic and organizational objectives, with due emphasis on feasibility, sustainability, quality and financial viability.


Lead change by example, inspiring staff to take immediate action, ensuring organizational agility and resilience. 


Maintain a sound knowledge of the companies operating environment (internal and external) and ensure development of good practice and policies for the organization, and for implementation of its programmes.


Ensure the smooth running and management of the programming portfolio so that the contractual obligations are met, contractual risk is minimized, policies and procedures are adhered to, and good practice is institutionalized


Lead quality cycle management, including: baselines, formative research, planning and reporting, timely and accurate financial and narrative reporting, evaluation and auditing.
Provide support to all staff to ensure projects are implemented against agreed plans, standards and criteria.


Management of Project Coordinators.


Ensure that consultancy, technical assistance and capacity building support is appropriately identified, designed and delivered to a high standard.


Support the Programme Development Coordinator with the development of new programming (including approaching partners and government).


Generate innovative and evidence-based development programming ideas.


The Programme Manager directly engages with national and local government authorities on issues such as programme and project presentation, development, scale-up, adaptation and compliance. They should ensure government programme and project buy-in, achieving government in-kind support wherever possible, aligning the programmes and project with government priorities and ongoing initiatives.


Pro-actively engage with development partners and donors to identify opportunities for programme development. Work to mobilize project resources / funding through strategic partnerships, consortium applications and sub-contracting (working closely with the Programme Development Coordinator).


Raise visibility and credibility of the company by presenting programmes to partners, government, peers, experts and other key stakeholders (including donors where appropriate, in coordination with the Programme Development Coordinator).


Oversight and implementation of all MEAL systems.


Build capacity within the programme staff in order to comply with all internal and external MEAL requirements.


Ensure quality monitoring and evaluation of a defined programme portfolio in coordination with the Country Director, MEAL Manager and programme Manager.


Lead the personal development and performance of project delivery staff members. This will include coaching, individual and team training, exchanging of experiences, and facilitating participation in appropriate meetings and seminars.


Ensure that the team maintains and builds capacity; identifies and maintains all relevant technical, institutional and contextual information and has the required knowledge base for the Tanzania programme.


Work closely with the other departments to ensure joined-up working for implementation.




Requirements

High level of experience in all aspects of programme management, including developing quality management systems and tools for effective rollout, and the ability to support others to maintain established standards.


Experience leading, managing and supporting staff teams. Senior management and HR experience desirable.


3 years of working in the development sector in Tanzania at a senior level delivering complex programmes and projects, including high quality reporting to institutional donors and trusts. Preferably experience in direct reporting to large institutional funders, such as EU, FCDO.


Bachelor’s Degree (Required), Master’s Degree (Valued).


Trusted to act within honesty and integrity and demonstrate commitment to the work of the company.


Proven ability to work on own initiative, manage time effectively, think clearly and produce accurate and detailed reports and data.


High level of technical communication skills, both written and verbal to foster partnerships and motivate others.

Ability to represent the company in a range of technical and non-technical forums powerfully and persuasively.

Keep a bigger picture in mind; manage risk and support and motivate colleagues to ensure quality delivery to the best of ability.
Fluent in written and spoken Kiswahili and English.
